The Centre for Law in Action is at the forefront of development, drafting and revision of municipal by-laws in South Africa.

The most recent work undertaken by CLA includes the following projects:
  1. HESSEQUA MUNICIPALITY

NMMU’s CLA submitted bid documents for the Annual Review and Update of certain budget related Policies and By-laws for Hessequa Municipality in Riversdale, Western Cape.  The closing date for the Tender HES-FIN06/1516 was Friday 27th November 2015 and on 18 January 2016 the NMMU was officially appointed to review the following policies and by-laws:

  2. Indigents
  3. Credit Control and Debt Collection
  4. Tariffs and Free Basic Services

By-Laws:

  1. EHLANZENI DISTRICT MUNICIPALITY

 

0n 26 March 2015 CLA submitted a quotation and work-plan to the Municipal Manager of Ehlanzeni DM for the Development of A Strategic Plan and By-Laws

In order to place the Municipal Health Services in Ehlanzeni District on a health footing, it was proposed that the following activities needed to be undertaken:

  1.  Study all the reports and obtain additional information required in order to update strategic plan
  2. Establish the current budget and resource capacity
  3. Draft the following by-laws
  • Municipal Health
  • Air Quality
  • Noise Control
  1. Develop fines schedules for the by0laws and assist EDM staff to get them approved by magistrates
  2. Establish what services are rendered by the EHPs of EDM and those employed by Province in order to determine what tariffs and leavies can be raised
  3. Amend the EDM Tariff by-law and policy to ensure that it provides for health related tariffs and levies
  4. Present the by0laws to council and motive to council that funds allocated to EHS and generated by them should be ring-fended
  5. Drive the process through council and province
